One of the benefits offered by the SMART Plan is the availability of local SMART Plan representatives. Sometimes, there is simply no substitute for meeting in person. With a strong local presence of representatives located throughout the state, it's simple to find the one who is most convenient to your location.


Your local SMART Plan representative can meet with you individually to discuss your retirement planning goals; provide education on the investment options offered through the SMART Plan, including an overview of Empower Retirement Advisory Services; and offer assistance in reviewing retirement and distribution options. Additionally, representatives work closely with your employer to offer educational group sessions on a variety of topics.1

The Advantages of Choosing the Massachusetts Deferred Compensation SMART Plan


Saving Dollars...

Administrative and investment management fees can have a profound impact on participants' long-term investment performance. Accordingly, the SMART Plan's goal is to minimize fees while preserving or enhancing the quality of the Plan's services and the performance of its investment options.


The SMART Plan uses its asset base to achieve favorable pricing and, wherever possible, strives to offer "institutionally priced" investment vehicles instead of more expensive retail mutual funds. Where appropriate, the SMART Plan also seeks to realize economies of scale from the Commonwealth's other investment management relationships (e.g., managers for the Pension Reserve Investment Trust) to secure more favorable pricing for participants. Further, the SMART Plan's agreements with its plan administrator and investment managers require them to notify the Plan if they provide similar services to other clients at lower fees.


Insisting on complete disclosure of all fees that are directly or indirectly charged to participants, the SMART Plan discourages "bundled" fees for combined administration and investment management services because it fosters conflicts of interest and reduces choice, which may work to the detriment of participants. If you compare the SMART Plan's administrative and investment management fees with those of your current vendor, it is likely you will find that your employees are paying fees that are significantly higher than the amount they would be charged as participants in the SMART Plan.

Along with the fiscal benefits, the SMART Plan makes good sense. In addition to potentially lower fees for participants, your office will have support with its fiduciary responsibilities. The Office of the State Treasurer will assume the responsibility for the selection and oversight of the broad array of quality investment options offered under the Plan.
